Terms of Engagement & Regulatory Notice
Operational rules, non-binding inquiry parameters, fee mechanics, statutory pass-through requirements, and administrative representation terms governing commercial regulatory advisory in Puerto Rico.
Effective Date and Version Benchmark
These Terms of Engagement took effect on October 17, 2026 (2026-10-17). They govern all commercial inquiries, electronic docket transmissions, preliminary site evaluations, and subsequent professional advisory contracts arranged through this digital portal or executed directly at our Ponce practice.
Any prior draft protocols, informal scoping estimates, or correspondence exchanged prior to October 17, 2026 are superseded by this schedule for all active and prospective commercial matters.
Operating Entity and Physical Practice
This website and the associated regulatory advisory practice are operated under the registered commercial entity Lourdesnegron, trading at lourdesnegron.us (also trading as LOURDES NEGRON MONTALVO) and maintaining registered professional offices at postal address, written out in full: 738 ESTANCIAS DEL GOLF · C/ ENRIQUE LAGUERRE, PONCE, PR 00730, PONCE, PR, United States.
The practice is headed by Lourdes Negrón Montalvo, regulatory consultant active in Puerto Rico since 2026, coordinating municipal land-use filings, environmental exclusion dockets, health department endorsements, and administrative representation throughout Puerto Rico. Direct telephone: (787) 842-1314. Email for enquiries and for data requests: [email protected].
Professional Advisory Scope and Agency Boundaries
Lourdes Negrón Montalvo provides specialized regulatory consulting, municipal commercial permitting coordination (including OGPe Single Business Permit / Permiso Único management), environmental evaluation docket assembly, operational code compliance audits, and formal administrative appearances before Puerto Rico regulatory agencies.
The consultancy does not engage in underwriting speculative financial returns, nor does it guarantee unilateral issuance of municipal permits. Final approvals remain within the statutory authority of the Permit Management Office (OGPe), autonomous municipal permitting directorates, the Fire Bureau (Negociado de Bomberos), the Department of Natural and Environmental Resources (DNER/DRNA), and the Department of Health (Salud).
Inquiry-Only Portal and Non-Binding Estimates
This digital portal functions strictly on an inquiry-only basis. No client accounts, credit card payments, merchant checkouts, or immediate retainer transactions occur on this site. Submitting a consultation form or interacting with the commercial fee estimator does not establish a formal agency representation contract.
Any price figure, schedule, or fee total generated by our online scope calculator or cited across service descriptions represents an informational estimate based on standardized scope tiers. An inquiry transforms into a binding engagement only upon mutual execution of a written Retainer and Advisory Agreement detailing certified parcel numbers, municipal boundaries, and concrete agency dockets.
Fee Schedules, Currency, and Modifiers
All professional fees are quoted and payable exclusively in United States Dollars (USD). Baseline rates established by the practice reflect standard commercial workflows:
- Initial Regulatory Consultation (consultoría inicial): $50 USD per consultation session.
- Permit Management & Processing (gestoría de permisos): $300 USD per project docket.
- Compliance Evaluation (evaluación de cumplimiento): $100 USD per commercial project audit.
- Administrative Agency Representation (representación ante agencias): $1,500 USD per agency appearance or hearing session.
Total professional quotes vary according to five defined operational modifiers: project complexity, volume of physical and digital records, agency-specific requirements, the scale of commercial expansion, and contested administrative interventions.
Professional fees strictly exclude commonwealth statutory filing stamps, municipal construction tariffs, internal revenue vouchers (comprobantes de rentas internas), and engineering or environmental certifications. All such disbursements are direct client pass-through costs paid directly to the appropriate government entity.
Acceptable Use and Transmission Integrity
Visitors utilizing this website, its technical price estimator, or its intake consoles agree to provide truthful cadastral parcel coordinates, genuine legal entity names, and verified contact parameters. You may not submit fraudulent zoning records, harvest proprietary procedural text, execute automated scraping routines, or inject malicious payloads into form endpoints.
Any attempted compromise of form processing endpoints (including automated bot requests directed toward wipu973.php or cewa46f.php) will result in immediate IP blacklisting and potential referral to commonwealth law enforcement authorities.
Intellectual Property and Proprietary Materials
All proprietary content on this domain—including regulatory procedural breakdowns, annotated permitting diagrams, architectural and land-use analysis, branding insignia, website copy, photographic selections, and technical calculation scripts—is the exclusive intellectual property of Lourdes Negrón Montalvo or licensed for practice use.
Visitors and commercial clients are granted a revocable, limited license to review, download, and print informational pages solely for their internal commercial expansion evaluations in Puerto Rico. Reproduction, syndication, or redistribution of practice schematics without prior written authorization is strictly prohibited.
Regulatory Disclaimers and As-Is Provision
Website materials, permit summaries, code cross-references, and fee calculators are supplied on an "as is" and "as available" basis for preliminary commercial planning. While we maintain rigorous alignment with current Puerto Rico Joint Regulation (Reglamento Conjunto) provisions and municipal ordinances, statute interpretations and agency filing criteria evolve continuously.
Digital materials on this portal do not constitute formal legal counsel. Formal advice requires independent case evaluation, cadastral verification, and a countersigned retainer agreement.
Limitation of Professional and Technical Liability
To the fullest extent permissible under applicable Puerto Rico and United States law, Lourdes Negrón Montalvo, its principal consultant, and authorized agents shall not be liable for indirect, incidental, consequential, special, or punitive damages resulting from the use or inability to use this website.
This includes, without limitation, commercial leasehold delays, third-party contractor hold-ups, municipal moratoria, or agency processing backlogs outside our immediate operational control. In any event, our total liability for any claim arising out of website usage or direct advisory intake shall not exceed the total professional fees actually paid by the client to Lourdes Negrón Montalvo for the specific advisory task in dispute.
Termination and Refusal of Engagement
Lourdes Negrón Montalvo reserves the right, in its sole professional discretion, to decline advisory intake, refuse permit docket management, or terminate electronic portal access for any party that submits fraudulent cadastral records, fails to provide necessary architectural or environmental clearances, or exhibits uncooperative conduct toward agency personnel.
Either party may terminate an active written retainer agreement pursuant to the termination notice provisions set forth within that specific agreement, subject to payment for advisory hours rendered and reimbursement of incurred filing pass-throughs.
Governing Law and Judicial Jurisdiction
These Terms of Engagement, along with any advisory relationship formed through this digital portal, are governed by and construed under the governing law: the law of PR, United States, with disputes heard in the courts of PONCE, without giving effect to conflict-of-law principles.
Any legal action, claim, or proceeding arising out of or relating to these terms or our professional practice shall be instituted exclusively in the courts of PONCE (including the Court of First Instance, Judicial Region of Ponce — Tribunal de Primera Instancia, Región Judicial de Ponce), or the United States District Court for the District of Puerto Rico. Both parties irrevocably consent to the personal jurisdiction of such courts.
Modifications to Engagement Terms
We reserve the right to revise, amend, or modernize these Terms of Engagement to reflect statutory changes in Puerto Rico land-use laws, updated municipal fee schedules, or evolving digital communication standards.
Revisions become operative immediately upon posting to this URL, with the revised effective date prominently marked at the head of this schedule. Continued use of the portal or submission of consultation requests following an update constitutes affirmative acceptance of the revised engagement framework.
