Commercial expansion in Puerto Rico requires rigorous regulatory discipline at every agency desk.
Lourdes Negrón Montalvo provides direct regulatory coordination, commercial permit management, and administrative representation for commercial ventures expanding across Puerto Rico.
Operating identity and registered practice in Ponce.
The advisory operates as LOURDES NEGRON MONTALVO, a legally registered business under the laws of the Commonwealth of Puerto Rico, United States.
Commercial ventures entering Puerto Rico confront a bifurcated regulatory environment: central commonwealth statutes codified under Act 161 (the Puerto Rico Permit Process Reform Act) operating alongside autonomous municipal ordinances in jurisdictions such as Ponce, Juana Díaz, and San Juan. Lourdes Negrón Montalvo established this consultancy in 2026 to bridge the operational gap between commercial expansion capital and island agency desks.
We are not an abstract corporate advisory group or an offshore filing aggregator. The practice maintains physical premises at 738 Estancias del Golf, Calle Enrique Laguerre, in Ponce, PR 00730. Every zoning file, environmental exclusion, architectural review, and fire safety endorsement docket is assembled, reviewed, and tracked directly from this office.
Direct agency coordination and commercial permit execution.
Our professional work centers on physical filings, municipal zoning validations, fire prevention endorsements, and formal administrative hearings.
The firm manages four core regulatory operations for commercial investors, retail operators, logistics facilities, and industrial developers expanding on the island:
- Initial Regulatory Consultation ($50 USD): Preliminary 1-on-1 diagnostic auditing municipal zoning classification, property cadastral numbers (CRIM), proposed commercial use category, and the required commonwealth agency roadmap.
- Permit Management & Processing ($300 USD): Complete assembly and filing of the Single Business Permit (Permiso Único), categorical exclusion petitions (CATEX), and municipal commercial authorizations.
- Compliance Evaluation ($100 USD): On-site commercial inspection auditing fire egress clearance, sanitary license parameters, backflow prevention, and occupancy compliance.
- Administrative Representation ($1,500 USD): Formal agency appearance and brief submission before municipal permitting boards, OGPe, the Fire Bureau (Negociado de Bomberos), the Department of Health (Salud), and DNER/DRNA.
All statutory fees, commonwealth filing stamps, municipal construction taxes, and agency voucher tariffs are excluded from our professional rates and remain direct client pass-through costs.
Our active workspace utilizes official Puerto Rico land use classifications, CRIM property cadastral parcel maps, architectural floorplan redlines, Fire Bureau endorsement folders, environmental assessment submissions, and Single Business Permit (Permiso Único) administrative dockets.
Agency coverage across southern Puerto Rico and central bureaus.
Filings require synchronized coordination across autonomous municipal offices and central commonwealth agencies. We track files across desks daily.
Permits Management Office
Single Business Permit (Permiso Único) portal management, categorical exclusions, and land use certifications.
Puerto Rico Fire Bureau
Fire prevention endorsements, commercial egress audits, fire alarm inspection sign-offs, and annual renewals.
Department of Health
Sanitary licensing, food handling facility certifications, potable water verification, and health inspections.
Natural Resources
Environmental compliance determinations, categorical exclusion validations, and coastal/waterway clearance.
Autonomous Municipalities
Direct coordination with Ponce Municipal Permitting Office, municipal patentes, and local zoning compliance.
Municipal Revenues Collection
Cadastral parcel number verification, property tax certifications, and physical site boundary alignment.
A commercial project that fails to coordinate these entities simultaneously risks indefinite agency lockup: Bomberos will not issue an endorsement without verified architectural plans, Salud will not sign without water clearance, and OGPe will not issue the Permiso Único until every supporting agency has stamped the docket. We assemble the entire package before the first upload.
Service performance criteria and filing warranty terms.
We guarantee professional docket preparation, adherence to statutory filing standards, and prompt response to agency requests for additional information.
Standard of Professional Diligence
Lourdes Negrón Montalvo warrants that every commercial permit application, categorical exclusion petition, and compliance filing submitted under our professional management is prepared in strict accordance with the Puerto Rico Permit Process Reform Act, applicable municipal zoning codes, and current agency submission checklists.
If any regulatory filing managed by our office receives an administrative rejection or deficiency notice due to clerical error, omission of standard documentation within our agreed scope, or procedural formatting errors attributable to our docket assembly, our practice will correct, reformat, and resubmit the regulatory filing within seven (7) business days at no additional professional service charge.
Exclusions: This service performance warranty does not guarantee the substantive approval of permits by government authorities. Official agency determinations, discretionary zoning variance denials, legislative moratoriums, changes in statutory codes, or third-party appeals before the Puerto Rico Court of Appeals remain under the exclusive sovereign authority of the Commonwealth of Puerto Rico and its respective municipalities. All government filing stamps, municipal tariffs, and engineering inspection pass-throughs are non-refundable statutory fees.
